From the Secretary information:
However you will get no reply if your message:- does not have constructive appeals (e.g. "I know I have broken rules, I read them now and I promise I wont break them again plzzz unblock"). Such messages are deleted and their authors get blacklisted.
Also, you won't get reply if anwser is negative.
