| No. On lvl 13 you must have citadel and at least tier 5 troops (or even tier 6). |
| I know that i can be mistaken, but you can hunt with 1-2 tier units. You need citadel and at least tier 5 troops (or even tier 6) to take part in PvP fights and in thief ambushes. |

U try to pull off all your troop except for tier and 2..See what happen. .
