thats a misleading statement, naapa had some fines in the past for swearing in PM's. If you read #373 page carefuly, especialy under

Insults in battles, tavern, private mail. Swearing, rudeness, threats, flood.


I'm pretty sure that the Swearing, rudeness, threats, flood part strictly refers to battles, tavern, private mail or else they would've included battles.

Many people aren't aware that there are some ways of getting blocked that aren't mentioned in the General Rules.
are you saying some people like you knows all rules? then kindly explain why nappa is blocked.
