tthis guy sold items after getting blocked and got fined again even after he was blocked. is the posted items in market not removed even though he is blocked?

Yes, he solded item (https://www.lordswm.com/auction_lot_protocol.php?id=48536509) as an auction which started 25-05-10 12:42:00, and he was blocked at 05-28-10 12:05, auction overed
28-05-10 12:42.
