Well used to work like Sunday Yes and the next Not... and so on, but it s not forced when updates, events, important things done, or simply forgotten to press the ST button (joking)!
Wait a little and may be you will have your tourny soon or may be something better, who knows...

It will be better to create another thread with new question (or in special topic about .ru server), but i'll anwser:
1). There will be runet competition soon and admins need to increase .ru popularity to win that competition -> they introduce new types of tourneys, events.
2). .Ru gets attacked by DDOS really often -> admins need to protect server. |

I am not really good in programming, so my anwser may be unright.
DDOS attack - special type of attack, where a lot of bots, automatical programms from different computers enter the site at the same time. Server needs time to serve every aplication and he doesn't have enough time to serve real players. |
for Necrisious: Denial of service ..means attacking of server or terminals .. :) ^^ or in short term : Intruding ^^
