Why are a penalty is imposed and the person concerned doesnt get a hearing? Who jugdes, when a penalty is imposed? Why the legal basis isnt exatly named (only reference to generel rules)? Is ist ok to create a automaticaly message whithout looking at the concrete case? Does the administration doesnt care?
