they were in artifact shop for 1000 gold.
But only when the game started in may 2008 they were there and admins never refilled them. Then after a while they removed them from artifact shop because people kept asking about it
ps straws multi has one too, but he received when it was still in the artifact shop. Now they removed it, he is not allowed to sell it because it is a rare artifact ^^ |

on .ru they had some fire event
Dont know exactly what it was, i was not playing that early on .ru but they received the cape as reward for the event.
We only had the cape without the event, but it is just for collectors.
In more than 3 years i play now i have never seen anyone actually using it ^^
not even on a day like now where arts dont lose durability |
