Obviously it is for more than one player, so it may seem that at the moment service is unavailable and an API can return more than one error in this case however is You search error log on paypal support site You may find following:
Your PayPal merchant account has been restricted. Contact your PayPal account manager for resolution.
this is not exactly case since buyer account may seem restricted so another solution from paypal is
Contact the buyer.
Solution -> admin should contact paypal to resolve matter. |

| On ru was also that very problem, but it was resolved few hours ago, here on the other hand might take some more time so hang in there, it will probably be resolved very soon. |
