Is it legal to rent artifacts from player who generally plays from same IP ? however price will be normal nor more nor less

Is there any rule which tell there should be no leasing of arts at all ? or loans ?

No there is no such rule, such cases are quite sensitive and hard to answer if it's legal or not.

If all those accounts play from ONLY the same IP, then it is highly recommended not to do such transactions between them.
