How it is calculated? 3*(faction level)?
Ex: If I face a necro with 6 racial on elf, them he has 3*6=18% resistance, sure?
But what is that 'resistance'? Damage reducion?
How it works against spells? Ex: If that necro has 15% magic proof and the 18% elf resistance, and I cast lightning with one anchorite (24 damage) what is the final damage of that spell?

100 - 15 = 85
100 - 18 = 82
Final dmg will be:
24 * 0.82 * 0.85 = 16.782 | yep, i think it is 3% per faction level. correct.
and i think the anchos lightning would be at 17 damage.
24 * 0,85 * 0,82 = 16,728 = 17
