ahem, here goes...
3.13. Additional characters are not allowed to make presents to anyone, or pay/receive clan taxes/entrance fees. When buying game items from other characters, the prices mustn't differ too much from the average market prices. Trying to wash the money through substitute parties is a serious violation leading to block of the additional characters and penalty to the main one.
3.13.2. Additional characters are not allowed to enchant or repair other players' items.
3.13.3. Additional characters are not allowed to transfer items for repairing or enchanting.
Smiths and enchanters accepting transfers from multichars share responsibility for violation of this rule.
3.13.6. Additional characters are not allowed to buy, trade or exchange rare/set artifacts and Thieves' Guild invitations(TGIs).

Rare artifacts are any items that are not displayed in the Artifact shop and that cannot be acquired in hunt.
So... no. | because you don't buy them enchanted, you mean? in essence, one could say, it's still a shop artifact
'a painted sneaker is still a sneaker and not a boot'-kind-of-logic...
sorry if i'm taking this too far | you know what?
i'll just leave it at that.
enchanted arts are not for sale in the artifact shop, period.
