ok, this is my problem:
on 63rd survival tournament I was first place in 6th lvl, dwarf - https://www.lordswm.com/tournaments_hist.php?tour=77&tid=958&race=8 and 5th place in 5th lvl, dwarf - https://www.lordswm.com/tournaments_hist.php?tour=77&tid=957&race=8
I got rewarded - "07-18-12 06:24: Received 14210 gold from Empire : Achieved high ranking in the 63 Survival tournament among combat level 6 participants, faction Dwarves! First place. +10 HG points."
the thing is that in "about the game/tournament/(at the bottom, about survival tours, chapter 7)" it says:
10, 8 and 7 HG points are awarded to 1, 2 and 3 place respectively. Every other top 10% participant gets 5 HG points. The bonus points cannot exceed 15 HG points per character at any given tournament.
now, why did I not get 15 HG points-10 for being first and another 5 for being 5th(10% of 28 is 2 or 3, so I should be included)?

As you said, 10% of 28 is 2. (it is always rounded down). You are 5th. Why should you be included?

you got 2 rewards, both for your CL6 accomplishment:

Received 14210 gold from Empire, +10 HG points. --> for First place. since you were first and there were more than 10 participants, you were also rewarded from the pot for the best 10%: Received 7817 gold from Empire (only gold, since you got the HG points already for your first place.

in CL5, you were 5th among 28 players, so you didn't make it to the top 10%. if there were at least 50 participants, you would've received gold & 5 HG points.
