Do using enchanted arts in tourneys lead to equipment disparity?

Don't know if it leads to equipment disparity or not but the enchants definitely don't count and no extra damage is dealt.

You may equip enchanted arts for the ST but the enchants do not function so basically a waste.

Different tourneys have different rules.
