Create chat room(s) where only thieves (and rangers, respectively) are allowed.
Since thieving/rangering is a duo activity, this would help find available partners.
Ofc, you can use PM, but you can not just send PM to everybody to find someone available. But once they are in the chat-room one can assume they are there for the same reason as well.
Also I think it is important that no non-thieves are allowed in the thieve's chatroom, and no non-rangers are allowed in the rangers chatroom. |

+1 it will help a lot since PM takes a lot of time. You have to keep refreshing your page to check new mail from your partner, thats pretty annoying.
