These abilities are availed through runes. You must build the School of Rune magic in the castle for the same. Players unlock new runes every time they achieve a new level of 'Drawf Fsl'
Make monsters attack: This is the rune of crusade, unlocked when player reaches Fsl 1.

You maybe referring to the rune of Agility here. (Fsl 2)

| New runes are unlocked with each new faction level, which you would have known if you carefully read the help section of runes... |
Every time you play a combat without going AFK, you gain some "Faction skill points' which help you to ascend in 'Faction levels'
For example, you're currently Drawf Fsl 1. Each time you'll play a combat, you'll gain faction skill points which will help you to move ahead in faction levels and unlock 'runes'.
