how does the thrones`spell `divine retribution`work?

So far i know, when the thrones killed a lot troop, the spell power will increase a lot this is scenario 1

for 2nd. if my army perished a lot of troops, the spell would goes powered as well..Either one of this i cannot pinpoint the exact one because last time this event i used to be recruit throne..now no more :P

Deal holy damage to target enemy stack depending on the number of commanded creatures it killed, and the tier of those creatures.
