Is it possible for me to give someone diamonds from my account. In the sense that if I go to the donation page and you know how it says there "Character Name: ...." . Is it possible that I place someone else's name in the slot ... do the diamonds go directly to him/her?

Real money includes not only cash, but also transfers in all kinds of currency, including the money of different paying systems, like Paypal, webmoney and so forth.
3.6.1. Donating on other players' behalf for them to get diamonds in exchange for their in-game values is illegal and will be prosecuted as violation of 3.6. |
| but there is nothing writen about donating to another player. you donate money to the game, diamonds goes to another player, but you cant expect any return from that player |
