Have you read its description? The explanation there is very clear. Anyway, here's an example:
If a level 10 wizard with wizard FL 3 (and he drinks a potion of skill) has a duel with a level 10 dwarf with FL 8, the potion of skill will grant the wizard the bonuses of FL 7 in the battle. |
| or if in a group battle, like 2v2 or 3v3, or survilug attack/defense , any human player of your character level or below has a higher faction level then you, you get a bonus -> his faction level -1 |
| So its useless for Knight, because FL level gives Units, and i cannot change my Units inside combat |

| Yes, it's true that there are a lot of things you can't help so much. Necro's skeletons and Knight's training and Wiz's mini-arts are the big things that you can't really change. So they aren't exactly worth it, just less worth it than it'd be for tribals, barbs, etc. |
well there is some correction.
The effects may be increased in battle (including +0) with the effect of a Skill potion.
so skill potion is beneficial for wiz |
| The racial abilities for factions are also increased with the potion, so even though you can't change troops inside battle, you still get additional troops for knights and extra skeletons for necro so the potion is still worthwhile. |

It wont have any effect against AI
It only works when u have any human player in a combat with u
It wont have any effect in solo ambushes but it will work in double ambushes |
Addition to above post,
It only works when you have any human player in a combat with you and the human player's active faction skill level(fsl) is atleast 2 level more then that of your active fsl. |
