Well, it depends on several factors. Mostly it depends on which faction you currently play.
For example, Elves and Barbarians are really strong (actually, overpowered) at levels 3-4 with the appearance of their lvl 3 shooters, which outmatch everything else others have at this point. Dark Elves can consider level 8 (6 if donated) their best level, because they are getting their own overpowered unit - Shrews - at this point, and so on.
So, faction wise you can consider levels when your faction is on top of PvP food chain, the best for certain factions.
If you mean globally, I can tell I mostly like the period between combat levels 5 and 10 as a whole, since within this level range it's rather your tactical and strategic skills than character's guild progress / combat parameters which are more decisive in PvP.
At CL 5-10 you can have lower faction skill, worse combat parameters, can have no Thieves' Guild bonus initiative and still win if you're an exceptional player. The higher your character becomes later on, the harder it will be to win w/o proper guilds advancement. |
Every level if you play knight faction :)
I have loved every level of this game equally whenever I get new units.the boring ones till would be IMO 4 and 6?
I love when there are less units on board so u can make ur strategies clearly but new units are exiting as well.So yeah every level when u get an awesome increase in creatures or new creatures is fun,when ur a knight :D |

depends on your donation budget and race.
for knight, 13 and 15 where you can dia up clerics and paladins.
if can't donate, then I would pick 14 and 16 :p |
