It says :The lord can learn level 3 Chaos magic school spells. All Chaos spells efficiency is increased.
So I should be able to use lightning,ice clod,fireball,etc. but I cant.
Can anyone tell me why?

But I also saw a DE using fireball at lvl7

That DE must be using Demonic soldier set : https://www.lordswm.com/help.php?section=40
which gives fireball spell as set bonus |
