According with the description, the rune removes all Darkness magic spells that can be removed by the “Dispersion” spell from the stack affected.
The wheel of fortune (Fortune genies' ability), which brings bad luck to an enemy stack, can be removed by dispersion. But, the rune doesn't have the same effect, probably a bug:
