Can someone please guide me where I can find the text quest (obtaining the text quest location).
How many text quest are there?
Are they still active?

There are 10 in total.

Are they still active?
Unfortunately not in the .com server, if you wish to proceed with text quests, you'll have to log in using the .ru interface.
