| Being jailed: -you can't enroll (there won't be any facilities on east island)
 -you can't send private messages except to members of the official appeal comission (clan 6500)
 -you can't bet on roulette
 -you can't sell anything on market, to facilities or directly to other players
 -you can't post at the forums
 -you can't chat in combats or card games if you're the spectator.
 -you can't do MG, TG or RG battles.
 
 Being blocked:
 You can't even log in your account

| basically it seems jailed is a temporary block while being blocked it permanent | 
| Jail is given to "not-so-serious" offenses but block is permanent. It is easier to get yourself out of jail but very difficult to build a strong case against a block judgement.
 
 However, I think block and jail judgement terms are being worked on currently by admins. There isn't much distinction between two except "not-so-serious" and "serious". It is decided on case by case basis whether to block or to jail currently except a few cases like BOW. A character who asks for a BOW now is always jailed and not blocked. :)
