By referring do you mean that he/she used your referral link?
go to your character page.
on the right side, there is a option as invitation program.
check that
If he used your referal link then his name would be there in the page. |

Maybe you invited him before 23 January 2013. |
ya may be i have invited before jan 23rd 2013. yes i am getting the name of the player and yes he used my referal link.
