3.14. There are limits for transfers intended as loans. Maximum size of debt that can be owed to all other players in total is 15,000 * [Combat level] gold.
Player is level 5 so is allowed 5x15,000 = 75,000 of outstanding loans.
Currently has ~ 211,000 of unrepaid loans so well in excess of the legal amount.

Roulette bets total: 766,099
Roulette winnings total: 555,794
He has used these loans to fund his strategy of losing heavily on Roulette and currently only has 154g. He has no way of repaying any of his debt within the allowed month without cheating further.

In addition his previous characters are already blocked for similar reasons leaving many other player out of pocket so something needs done to stop this continuing cycle of:
1) creating characters,
2) running up massive debts,
3) losing everything on roulette,
4) abandoning or having character blocked,
5) return to 1) | His additional character: Thranduill has broken rules for additional characters

He has:
1) Made gifts to other characters,
2) Leased arts, including enchanted, from other player,
3) Repaid 3rd party loan.
