Do the skills mentioned above and the ones similar to them (Blinding hit, knocking shot, lethargyzing malady...) scale off the attacker's and the defender's hp or there is a fixed chace?
If yes, what is this %? And what % increases with the Soldier's luck Talent?

Triggering abilities may trigger during any attack. The probability of triggering depends on HP of damager and target.
If DHP ≥ THP, then
Probability = 25% + 3% * (DHP/THP);
else
Probability = 25% - 3% * (THP/DHP)
where:
» DHP is the total remaining HP of the damaging stack;
» THP is the total remaining HP of the target stack;
» Trigger probability lays within the interval of [5%;75%];
» The moments to calculate the probability differ depending on the ability type.
-For Fatal blow, Knocking shot and Stun, the probability is calculated using HP's of stacks before the actual attack.
-For Blinding brilliance, Fear attack, Knockback, Mayhem, Shadow whip, Thunderbolt and Unruly, the calculation occurs after the attack and before target's retaliation; | @ Soldier's luck talent: I've heard that it gives an extra attempt to the special hability to trigger. So, let's say, if guardians fail to stun on the first "random roll" (sytem processing), there will be an extra attempt to it triggers (another roll). It is like you are playing a dice and try to get a six. If you fail on your first roll and have the soldier's luck, you can play the dice one more time. | So we could say the talent DOUBLES the chances right?
