so i have to take full arts for all vanguard quests?
No, just skip the ones that have a too high lvl. Wearing full arts for MG quests is not really worth it.
I would say, maximum skeletons and linch recruitment, and a strong wall of zombies, something like 30ish.

If it doesn't work, I would try a faster faction.
for Angel of Death:
I did have max skeletons and I don't think max zombies would have helped because the warlords died too soon because of firewall and decay

And I wanted to train necro .... I know it's easy to do in elf faction :)

So there is no way other than max arts for necro with 5 fsp?
5# The thing about that mission is killing Patriarchs at the very beggining before they cast Firewall, or killing the entire army in 2 turns, since the only thing that keeps you from winning is the Commanders dying.
The Zombie wall you mention wouldnt do anything against the Firewall.

Regarding the main question,: Yes, the only way of winning is using more AP, since the only difficult thing of winning Vanguards is keeping these guys alive from the enemy archers.

PS: I wish their IA was better and they would walk away from the Firewall instead of staying there.
Ever consider using UN? Liches recruit would be higher than classic necro and you can split them into 2 stacks and they should be able to kill 2 patriarchs in the first turn itself and with hero you could use magic punch (nature build) and reduce archliches's decay power. Don't really bother with melee opponents seeing one of your liches would have shielded them from many opponents already.

Vamps, Envoys, etc could just proceed ahead and clean up quickly within possible 3-4 turns due to firewall casters dead and decay having minimal effect.

Btw necro + dwarf is regarded as the toughest vanguard, others are pretty easy and doable.
How could you be using max skeletons and linchs, if A level 8 necro can have 136 skeletons and 6 linches. With fsl 5 of course...
A CL 11 as you're, you could recruit more skels and linches.

30 zombies is very far away from 'full' as you've mentioned to be my suggestion. You could either simply wait with your stack of envoys + 10 - 12 zombies to finish the wall, however obviously it won't be possible to charge with envoys if you choose this type of wall.
You could either put app/vamp to make the wall, that way you won't need any extra zombie, however if they manage to kill your envoys you would be screw.

The only danger here is their fire walls, if you could snipe them with skeletons + linch, you're good to go, if you can't, then you'll lose, simple like that.
That's why I mentioned skels and linch as maximum.

Their melee is very easy to beat, either your app + envoy or vamp + envoy can take it easily.

Obviously it won't have changed the game, since the first thing I said was max skeletons and linch, which means he had to kill patriachs firstly, what else he would do with range? Shot 5 app stacks? It's clear the problem is the fire walls.

Assuming he could take them out, then zombies could provide a cover, so his envoys could charge without anything to worry. Or he could defend with envoys, that way the battle would take a few more turns to end, not a big issue though.

30 zombies would consume almost no settle, don't know why all this fuss about.

Huh maybe you don't know how necro fsp works....I was able to recruit only 150 skeletons at fsl 4...
I could have taken more liches by reducing apparitions or vampires possibly
