Check the battle, the only thing the hero has is 2 Attack, from his HG, HG 2. He also happens to have FSL 1 as Wiz.
I think the requirement is that he has some extra parameters/stats, instead of arts.
And yes, I checked his arts before and after the battle and he had none, thats why it impressed me.
