| Red marked with an exclamation mark hunt popped up (22 harpies), what kind of set do I need to beat them? | You'll have to use the best shop arts for your level.
There are hunter sets specifically for harder hunts, (Hunter set, master hunter set, great hunter set and beastbane set) but those are currently above your level. You could also get the set enchanted, but not 100% sure if a level 2 can transfer arts to be enchanted.
Also, think carefully about your troop set up.

I skipped it. Since I'm level 2, I can't buy nor can receive items. Other hunters that had the exact same hunt, had the Scholar's set on them which can be obtained through donation... yeah.
