Additional Character Rules

I am just a bit curious about something, it is not about myself but I see several other people who might be violating some rules so I wanted to know more about the rules.
I have 2 questions:
1) I see many people saying xxx character is my brother, father, sister, or something like that, and thus they can simply pursue having 2 or 3 "main" characters if they want without having to follow any additional character rules, which I have noticed works fine as long as they don't transfer resources to each other. My question is how do the admins differentiate between real relatives and just one single person? Of course they can't possibly prove it. And also has anyone been blocked on this basis(given they did NOT transfer anything to each other)?
2) What happens if you have more than 3 additional characters? I have seen many who did, but ultimately got blocked because they transferred resources to each other. What happens if a certain character has more than 2 additional accounts but never transfers gold or anything? First of all, what is the punishment? I mean does your main get blocked? Or maybe just the extras get blocked and nothing happens to the main.

For those reading between the lines, I have no intention of playing with multiple characters or breaking any rules, I am too lazy for any of that, these questions are simply out of curiosity.
Common sense is applied where rules do not cover the topic.

2) In your case, common sense would say that you can't notice the difference unless you're fishing for human behaviour. For example, two accounts playing a battle at the same time (and I mean actually playing at the same time, not waiting for their turn) means they are a different person. In any case this sentence remains true: how do the admins differentiate between real relatives and just one single person? Of course they can't possibly prove it. No matter what, proof as stupid humans demand it at the court will not be found. You can have indications, lots of denotations, but not a proof. In any case, only problems with many mains would be those helping eachother and since those acts are obvious cheaters there is no problem at all. Even those who have friends/relatives in game are treated more strictly when it comes to suspicious logs.

3) The punishment for having more than 2 additionals (more than 3 accounts total) is block the additionals (only). This punishment may vary, but by experience I think blocking all the additionals is the most usual case.

your 2) is so wrong ..we all can online more than 3 char at the same time by using different browsers ..If its battle ..Not even a problem ..About waiting time ..We could make a fake thinking time for proving that different person is playing

This relationship thing just destry the main motto of additional.
In such case why would someone call other accounts as additional?
just call them relatives and you would get all rights like buying/selling rare arts without bids.

Well I mean honestly who would spend time to stalk two characters out of thousands just to track their activity? You can simply mention in your profile that something like "Both I and my brother play on the same PC, so we don't log in simultaneously", which for someone might actually be true, so just because it sounds suspicious you can't take any action.

Yes of course, but I was mainly talking about experienced players who know breaking that rule would result in immediate block.

Well first of all I would say many don't know of this "loophole", but many also are simply honest. People who had to abandon characters post-merge were forced to do so, I mean most had the same username and it was way too obvious, so they had no choice.
I personally don't even like the idea of additionals altogether because I don't have time to play with multiple accounts, but for those who are interested the brother deal does seem logical. And besides I don't see anything wrong with that, the only reason multi's have so many restrictions is to prevent them from helping/harming others' or your own main, as long as you don't do that you are not breaking any rules IMO.

Yes that one does seem like to be the case, as long as you don't transfer anything to your main I don't think your main gets blocked/fined.
