Would anyone know what the best way to level up FSP is while keeping experience gain to a minimum?
Basically the most efficient way to level up Faction skill. | I'd say anything that is PvP (GB/CG, Duel, etc), or involves facing an enemy Hero (Ambush, WG).
Tournaments like ST too.

Best ratio you can get on Watchers guild and Survilurg battles apart from any event. | | Don't forget the massive number of stat points you get from the other guilds, my friend. They're worth playing too. | dont worry too much about fsp ratio's
1-2 years ago a new system developed, in the long run, system try to keep almost everyone at near same fsp for same combat level.
that being said, answer to your question :
stay away from 4x4's, normal Group battles, duels, contest grounds.
campaign, WG very good, CG, thief, facility defense gives good fsp relative to XP gained.
MG and hunts starts good, becomes bad in time.. but their guild points are too valueable.
events always gives good to extremely good fsp.. i.e. last event was extremely good ;) | Easy hunts, 3 star WGs and campaigns. Play other guild for their stats bonus.
Some events give good ratio too.
Some MG quests like low tier monster give very very good ratio too.

Ratio 250:0.5 or 500:1 which is the best you can get on this level. :)
Some battles like Duels, GB, ST tournaments, contest grounds, Moderate-High level hunts and MGs give terrible ratio so stay away from those.
Battles like Commander's guild, Survilurgs, TG give moderate ratio.
I'd say to do battles which give Moderate to Good xp/fsp ratio and also contribute points to some Guild since guild bonuses are very important for your character in the long run. And some guilds like TG, WG are easy to level up in lower levels than in higher levels. :)
