More precisely, the player will start counting when clock reaches 9'.
He will play his round nearest 9'30", so that his opponent will be obliged to play before 9'59".
The turn then shifts back to the 1st player, who can safely wait a few more seconds (just to be sure that he's well outside the 10' mark) and then use one last card to heighten his tower above the other, and the game is won.
Counter-measures:
if resources are scarce, use a mana destroyer to prevent him from playing the lasat card (dragon, steal..);
If wall are low, use a high attack card to reduce his tower below the level needed to outgrow yours (pay attention to the blues recently played to know what he may have in hand);
if you realize he is doing that trick, play a fast round, in hope he gets his turn before 9'30" and plays after that.
Then you can wait and be the one to play the last card instead.
Oh, and synchronize a clock with the server before the tournament start. 10'00" is at server time, no matter when you started playing (travian users that know how to make synchro know what that means ;) ).
Last thing: don't use this technique before 8'. It's counter-productive :p
