No, only one will get the extra speed. And that will be the 1st tier (Ex : gremlins,bandits etc) |

It is even more effective for tamer DE: it affects Stalkers and summoned spiders |
It Can be helpful for a lot of factions, Unholy Necro, Knights, Elves, Barbarians, Tribals, even dwarves on lower level. Tamer DE just has a more prominent boost |
Well it's helpful for all factions in some way I guess
having played as dwarf, I wouldn't suggest using a robbers boot (or sentries).
For tribal, the goblins don't really move, mostly apply traps.

Well you are right, at CL 13+ not many people use tier 1 troops. Well Except for
Necromancer: Could be a handy tool for both unholy and normal necro
Wizard: Full might battle wise wizards do take gremlins at times
Elf: Sprites will be insane with 8 speed
Barbarian: normal and fury barbarians will benifit
Dark elf: Tamer DE great boost
Demon: imp upgrades on both classes are used for mana drain will be handy upgrade
Dwarf: sentries with greater reach can be deadly
Tribal: I agree at those higher levels it is just that goblins are used for laying traps and for shamans and bemoths to eat / throw but it can still be handy |
