If both parties agree on a price, is there a way to make a rollback official, like something in transfer log or an smsid, or is it always up to goodwill to actually do it (or not!)?
Just pm the seller about the price and if he says yes, "buy it and I will give rollback of x amount of gold", then you will have proof.

In this case, if the seller does not rollback then he would receive a penalty upon reporting.
I am not sure, but that is what comes to my mind.

In all of my experience, players tend to go through with rollback. Don't think there is any rule about it though, unless large sums are punishable I guess.

Yeah, I never had trouble either and usually sums aren't that much anyway, but for expensive arts it can matter thus why I wanted to know if there can be a safeguard.

That would mean that transfer log (or mails) are binding but there's no such rule as far as I know, even if it is common practice to do it.
