Struggling a bit now, absolutely cannot beat a dark elf (both might and chaos), and I cant beat darkness necros. Too tanky, too much and too powerful.
Any suggestion of items (that of course wouldnt make me go broke), talents, recruits for a cl 15 elf? | stealing is bad. Don't do it.

No seriously, thief and ranger start hard, but at some point, after you lose a few battles, it gets easier. I do all my ranger task (because i'm on the "good guys" side XD) in min AP, with a win/lose ratio of about 2 to 3. | tg 0, its should be easy with just echanted som.
once difficulty dropped, play with min AP.
DE caravan is cheater. they just ambush you back, just accept the rng punishment and moveon to next ambush.
I prefer classic elf for thieving, EFK is strong. for talent at least take basic nature and 4kn to cast phantom. | At your TG level, I would just stick to min AP, not bothering to use enchants or anythnig.
As Guyb said, it starts off a bit hard, but then will balance to the right level of difficulty.

No, because you are too lazy to save up for TGI :D | I'm surprised you are struggling that much already (TG 0).
Maybe you just found it hard because of Factions (RNG) not because of the Difficulty itself being like super high.
Might just be a little obstacle, not something hard in the long term to take into account.
You might be soon winning 5-7 in a row again.
Try more, and if you're still struggling, you might consider x2 TG (Slower tho), or intentional loss to decrease numbers.
