Probability. If you are looking for a specific hunt, you just need to skip (or attack) your current.
However note that the amount of creatures for each type will increase after a successful win against it. So you can also get tougher hunts by... hunting. You won't be getting any tougher hunt if you haven't increased any.
Also note that that the difficulty of the hunt is based on previous results of all players. This means that, if a creature is relatively new (like the new year ones), their difficulty will not be relevant immediately. |

Also note that unless you are planning to shoot for records, it is not worth going for difficult hunts. The item costs are not justified and the exp/fsp ratio isn't as good as for easy hunts.
You can instead increase Mercenaries' Gui and Warriors' Guild, while saving gold to buy a Thief Guild Invitation to join the Thieves' Guild:

Then you can focus on a creature (or several) that you think you can set a record for at your level and faction.

There are creatures available for a limited period of time. Like the new year creatures (e.g. Evil Rooster 2017, Evil Monkey 2016, Evil Goat 2015). You won't be able to hunt them.
Also more creatures will be unlocked with higher levels of Hunters' Guild. So it is not guaranteed that all the creatures here

will be available to you. Some of them could be there because other players had a higher HG level.
All in all, there is a probability of seeing again as a hunt a creature that you have already seen as a hunt (except the limited time ones). Now, considering how probabilities work, if you are very unlucky, you may never find your desired creature unless you try for an infinite amount of times :) |
TL;DR: You have a pool of creatures you can encounter in a hunt based on your HG level. Afaik you are equally likely to encounter any one of those. Therefore there is no way to aim to get a specific one, you have to rely on luck. |
Gaining hunting record is a tedious task. Having said that, you need to differentiate between unique creatures and non-unique creatures. During the year, you can hunt non-unique creatures depending on your HG level. Scoring a record will grant you a medal. However, this record is not a permanent.
If another player will score a better result, your will go down the ladder and even lose your medal. This depends on dedication, economy (scoring top hunt is very costly from level 3 and above as one can rent rare artifact sets in order to take a huge advantage towards this goal). Your other option is to target unique special creature such as the one in the new year event as mentioned by DarkSooth.
This is your only chance of obtaining a permanent hunting record (e.g. a unique creature such as Evil Rooster 2017 will never come back). As you can imagine, this is a cutthroat competition as many players from all levels are striving to achieve this goal and it is highly sought after.
From my own experience, I have waited one year (my character was created on January 1st, 2017) in order to compete and obtain my permanent hunting record. I started to hunt the Evil Rooster 2017 very early and was very dedicated (spent a few hours) and was lucky enough to score top record.
