| I'm curious to know the criteria for having a character blocked instead if fined. I've seen some blatant abusers of leaching gold from multi's getting a 1 gold fine and seen others blocked and was wondering if there was some set rule in place that differentiates each punishment. |

Financial assist can go from a 1 gold warning, to an immediate block.
Sweepers analyze each case, it really depends on the gravity of the situation: priors, IP collisions, amounts involved... |
