Against Shooter Factions(Elf, Barbarian, Knight, etc) | But which kind of "PvP"? QT, CG, MT (Mixed Tournament)...?
If its the Tourney, then I'd honestly advice you to go DE with Striving Speed, you'd support your higher level allies pretty much, or debuffer with Dark magicks.
If its other type of CG, then I actually enjoy TDE.
When I used to play DE, I hated to have Shrews dead on first-second turn, so I played TDE when it was released. | I will be specific,
Playing with TDE in a CG battle, what will be:
1)the primary stack used for dealing Damage.(Stalker, Liz or Mino)which should I recruit in maximum number
2)Consider a CG battle against Elf/Barbarian/Knight.
Initially, would it be better to summon Evil Eyes, spider or Harpies? as the battle proceeds, In which order would these creatures be best to summon? and Which enemy stack to be targeted?

Well go for spiders for sure ;) | Level is very strong for Tamer dark elves.. I believe they are one of bests here.
I played TDE in lvl 9, so I will post 1 sample fight for lvl 10 TDE
And as for recruiting,
I prefer max stalker,mino,liz
Another good combo can be, max termagants,liz,mix from stalker and mino
For talents,
Rally and Central talents are must have. Either go with luck or advance leadership in addition with it.
As for summoning,
I would prefer evil eyes anyday, after good debuffs, can later summon spiders for poisoning.
Usually spiders are always better, but because of low recruit count at lvl 10, its not much significant. So always call evil eyes.

For reference you can check previous battle for knights; shouldn't be a problem against them.

At lvl 9, we both had DUs in this fight, so its similar like lvl 10.
