I checked for all factions except Knight, and i think most of them are getting small buffs except dwarf which got nerfed in berserker/spearmen counts and i believe classic barb got the biggest increase.
level 16 BW: +1 fortune genie, +3 gremlin wreckers.
Level 16 classic wiz: no change
One of the greatest boost are by lvl16 elves:
+1 dragon (now 4 dragons!), and +1 trees (up to 13 treefolks!)
Level 16 DE + 2 shrews +1 hydra :)
Lvl 16 knight one cleric, 3 guards, 2 crossbows with rally.
CL 16 Charmer elf, + 1 sharpshooter or druid (with rally)
CL 16 Elf, massive changes. +1 druid, + 1 treefolk (now max is 13) and +1 dragons (now you can have 4!!!)
Lvl 10 tribal-No change
