Assuming you mean things like greater temporal signet ring. Nope, only the troops.
You can only move hero with arts that increase lords initiative. |
Description of Greater temporal signet-ring:
In the beginning of the battle the hero's army shifts 15% forward on the ATB-scale, which grants them the ability to move first. The ATB-scale shift do not sum up.
Description of Jackboots of twilight:
Additionally increases the initiative of the lord by 12%
I think Mesh is right, you need different arts for those two effects. |
