Well for now there is no active donation period , so if you wanna buy them , you can buy from market.
And they are too costly ikr x) , so I will recommend u to join a military clan where you can rent these arts from.

| Well if you are a multi then the answer is you cant |
Unsigned multi too... Though it's not unheard of for a clan to take unsigned multi in anyway.
