| I doubt there are any circumstances where giving someone a character would be legal. It might be better to investigate why the person isn't able to use your referral link or type your name correctly ;) |
I think just creating would be okay. But don't play anything on it. Create a character and handover the username and password to him.

@VV he is not a RL friend, I met him online in CSGO so I can't investigate enough but whenever he registers, it gets registered as a normal account without my referral. |

If they can register otherwise then they should.
Admins do not allow the transfer of players between people in any way. |
