Right now, if you notice an in-game bug, you won't report it in the forums unless you think you will face the bug again, or you care for the game a lot. So lots of bugs I presume go unreported, which can hurt the playing experience for others.
So if there was an reward attached, say 1 diamond, for reporting an actual bug, bugs will get reported faster and hence quicker.
There's nothing to lose for the admins in doing this.
I think it's needed because if you look at the bugs forums, you'll find that most reports come from few people, who face just the same bugs as everyone else but care more and so report the problems. If you can get people to care, problem solved.

There is already a proper system in place that rewards these donations.
Truly a backwards suggestion, that is if there is ever anyone who would take this seriously.

Honestly, i very much doubt that players of a game should require an incentive to report bugs. They theoretially shouldn't. But they do. Providing an incentive will increase the probability.
Furthermore, what you are indirectly suggesting is that bugs become an opportunity to earn diamonds even if a rare one. If the game were as bug-free as you claim, there are no diamonds to give out, so no biggie.

Because there aren't many bugs in this game and because population of .com is low.
If you go to the .ru server you can see that the bug reporting forum is very active.

I don't think players need an incentive to report bugs, the incentive for reporting a bug is the fact it may get fixed and improve your experience.
