| I think you should have a certain percantage from a full army on your level. Sometimes you just need tier 4 creatures without fort. Also talent Rally can help you greatly. |
| Necro castle has first 4 troop buildings fully recruited but still get message. This is an alt faction so not looking to spend much gold. |
| Even with Rally I got the same message troops not organized on a secondary faction. Don't know where to look for the correct answer. |
