What are the benefits of buying hunter guild lisence? Does it provide higher stack of hunt or anything?
Why I don't get hunts that gives me top achivement?

It lets you hunt more often and nothing more.

Every time you win a hunt the number of creatures you meet next time increase. You need to win more times the same hunt to be able to get a top achievement.
