Of course it's after 0, that's the only thing that makes sense

Because the game time must be discretized (in our case, the smallest unit of time is 1 atb-second).
Within that single time-step, multiple units can end up reaching the goal at the same time (e.g. swordsman with ini 8 moving from atb-position 2 to -6 and shrew with ini 18 moving from 10 to -8 will both get their turn at the same atb-time),

meaning while those units are still moving, we are still at the same atb-second, so all combat-turn timers will not be progressing until after both units have moved.

I literally posted 2 combats where we can all see this exact effect happening near the beginning, including such effects when the timer is at 0 on the shaman, yet it goes on for 6 turns because those turns are all in the same atb-second.

The accurate statement is: 0, it ends right after that atb-second.
Imagine a number line where we drop a unit on the time that that stack will move

e.g. 4 units a, b, c, d moving at time 1, 3, 3, 7 looks like

this is the actual atb timeline behind the scene

Now we have 1 stack moving at time 1, then nothing for 1 time unit until 3 (combat timer decreases by 0.2 from a -> b) where 2 stacks are moving (combat turn timer decreases by 0 from b -> c), then another stack moving at time 7 (combat turn timer decreases by 0.4 from c -> d)

to us, we just get to see the initiative bar where everything is flattened:
[a][b][c][d]...
so all the information related to atb differences are lost

But there is a quick way to get a proxy value:

For any combat, you change the war.php?warid=123 link to battle.php?warid=123 and add &lastturn=-3

This gives you the encoding of all the moves + the current state (unit hp, params, atb positions, etc.), and you just want the very top-left part, it should be something like:
t = 000turns => 8: m0120202d01200...

Note that this "turns" number is <<not>> actually the number of <<moves>>, but the number of <<player inputs>> to the server.
I.e. the "turns" in 1v1 player vs ai will be roughly half of 1v1 player vs player because it doesn't count the ai moves.

Also if someone press auto near the end, for instance, it also won't count the ai moves for that player since it's no longer a player input.
So it's a lower bound; can be slightly less than the actual number of moves in general.

setting up an ambush for TG, changing tabs and watch some YT, coming back after too many minutes just to realize you hit the move button

in the same category...MG brigands, heading back to the guild, returning to the guild after 15 mins just to realize cargo wasn't dropped (ofc without looking properly at the screen after doing soo many MG for ages)
