I think it would be fair if it is not count of units but rather total leadership which is preserved when unit's leadership is changed.
It is not a big deal when the change is small, but it is no exception that some units are made 2x cheaper, which leaves you with unusable recruit count. As an example, I got 7 ironroot treefolk back when they were ~1400 leadership. Now they are 661 and total leadership I can recruit is 4627.
Imagine getting a useless legendary for sacrificing a big 50k epic stack. This is a rare event, which happens once in a couple of years for most players. After some time, the admins realize the unit is very bad for the price and decrease the leadership by 40-50%. The unit would become really good (which SHOULD be the case with legendaries), but you only have 2-3 creatures where you should have 4-5 to enjoy using them. | It's the right way to do changes to leadership but difficult to implement.

But when you think about it, leadership values are very crudely balanced at first release, then they adjust it according to utility and maybe even popularity (i suppose). You have to consider that the epics are dropping through combats, scrolls, etc.. and there is a set amount you can recruit, these factors would make it very difficult to do what you suggested.
There are examples of epics and legendaries' leadership going up too, in which case you would need to lower the counts of reserve troops. And I don't think people would be willing to accept their earned troops being cut in half.
Tl;dr It goes up for some and down for the others, in this sense there is a balance. You can say it's more about chance or luck than unfairness. May be that is the easier pill to swallow. | + | for virtual_vitrea:
There is an obvious asymmetry between leadership going up and down.
When it goes up, you only gain the ability to exchange units sooner, it does not affect your ability to still use the unit with full recruit count, which is capped at 8000 in LeG and 10000 in most tournaments. So I don't really care too much if the count is reduced upon balancing, I can still recruit full number and I am not in any way hadicapped compared to people who got this creature after the re-balance.
On the other hand, when the leadership goes down, your small unit stack will remain crippled (= the change of leadership did not help you in any way) Only people who get the unit AFTER the re-balance can celebrate.
My main concern is legendary units. I strongly believe these creatures are so rare (how many players even have them? 1%?), that getting one should always be celebrated. However, many of them are useless right now. It would be nice if their owners at least had hope that with future changes, their unit will become good and they will still be able to recruit 8k (or 10k for tourneys tourneys) of them.
