Both fight I see hero has 14 fsl

So, I get extra stat from fsl 13?

Formula for extra attack:
[0.3+0.03*(FSL)]*[(Spell power)+(Knowledge)] bonus attack

With FSL 12:
(0.3+0.03*12)*(25+7) = 21.12, rounded down to 21 additional attack

With FSL 13:
(0.3+0.03*13)*(25+7) = 22.08 , rounded down to 22 additional attack

Thanks both.

Makes sense. With enemy level 18 and fsl 14, my average fsl increase to fsl 13.
