I have no idea how this would work, or whether it will work, but i think it'd be cool if there was a race of dragons. Obviously, your 6-7th tier units would be the acutal dragons themselves. Of course, we can easily band together a list of related lizards, drakes, etc, to fill up the earlier ranks. Having said that, not all have to be flying, but it would certainly be a feature of many units. Magic immunity or range immunity would also seem like a possibility for some of the higher level units. Both is, obviously too cheap.
The dragons should be an extremely powerful race on a per unit basis, but very, very few in number for balance. Having said that, i think it would be fair to make their early units (1-3, maybe 4) not too powerful (still above average, but not TOO above average for something like that of an actual dragon) so that we dont get swapmed by a massive influx of dragon players, or a mass desertion to the dragons.
The hero could be a bit of a problem too... Hey look everybody! I'm a half-dragon leading the dragons! XD
N.B. i havent acutally played the game long enough to know how to balance units/abilities, so im not going to and dont intend to take this any further. Others may take up this idea and help suggest/balance it it you like.

yeah, there may be some dragon for necro, elf and dark elf
and soon will have war between and devil!!!

In original HoMM5, Dark elves have black dragon. 30 Attack and Defense, 45-70 base damage, 240hp , 9 speed and immune to magic.
