Can the elves change the "Favoured Enemy" once set ? Or will they be fixed throughout once set ?

you can change it any time you wish, without any costs

Yes,you still can change it.
But if you in/accept a challenge(battle),you cannot change it.
After you reselect,click select to change the setting.
